This is a basic column chart. The columns show volume. The value is a number at the top of the column instead of a y axis. It is easier for your audience to extract the information if the values are present rather than an lining the columns up with the y axis and/or gridlines.
A fair amount of text can be placed in the label below the horizontal baseline on the basic column chart, providing there are not too many columns. If you find that space is a problem fitting the labels in, select instead a bar chart. There is much more room for labels in the bar configuration.
